James Tracy and Officer Jeff Payne are officials that work under their own fictionalized laws, violating citizens' rights, and arresting innocent citizens. What a disgrace to the uniform and all those that honorably serve the public. This Lt. James should be demoted and working patrol on mid-nights until he can get his head around what it is he''s really suppose to be doing.
